Step 1
Prepare ingredients: Peel and chop potatoes, roughly chop onion and red capsicum, finely chop garlic, and cut beef steak into small cubes. Set aside the beef in the fridge, covered.

In a large saucepan, heat olive oil over medium-high heat. Cook onion, garlic, and red capsicum until softened. Add beef and sear on the outside until brown. Stir in sweet paprika and tomato paste.

Dissolve the stock cube in 500ml boiling water and add it to the saucepan along with vinegar. Add potatoes and season with pepper and a little salt to taste. Let the stew simmer.

In a separate bowl, whisk together flour and baking powder, seasoned with salt. Melt butter and combine with milk, then add the milk mixture to the flour mixture. Stir gently until combined.

Drop the batter into the simmering stew, a tablespoonful at a time. Cover the saucepan, reduce heat to low, and simmer for 10-12 minutes or until the vegetables are tender and dumplings are cooked through.
